App2: A nice mousemove effect

When you move the mouse over a specific button or link or something else it will show a little description about it. We can do it with css/html but the problem is using css/html to do it , the position of the description will stay same position whether you move the cursor or not.
This code just change the position of the description according to the movement of the cursor.
